Effect: Blueman slings a massive ball of water at an oppenent. That ball travels extremely fast and can drench* an opponent in addition to causing minor impact damage. If it gets in their eyes, it can have a minor hallucinogenic effect that varies intensely from person to person.
*The water clings to clothes, weapons, skin, ect. May take hours to fully dry. May cause chaffing.

So, it gets people wet. Most water usually takes awhile to dry up unless there are other circumstances. Just letting you know if people try to play off natural water not getting them wet. I can already see the instant freeze explosion combo happening lol.
